Shell Limit on Arty FO

    I slapped the long cooldown on it because there were concerns about having unlimited shells on arty FO being stupidly OP. I guess the cooldown can be a little more relaxed.

    Not sure adding an innate skill that only really benefits 1 tree is the way to go, but that's just me. :p

    If we go with Yuey's idea, why not go one step further and make it replenish seperate shell counts for each type of fire mission? Could encourage the FO to mix it up a little and concentrate more on synergies with the other classes rather than bombing the choke or ramp only?

    Any other feedback on this? I think it's a good idea. There won't be separate shell counts for each fire mission type to minimize complexity. For cooldown, maybe 6 minutes for now. It can be balanced based on play-testing feedback. 10 mins is a bit hardcore since it already requires 150 energy.

    I would be inclined to say 4 mins is ample long.
