Fixed Nanosteel Net description/action inconsistent

    "Technician fires a strong net at a target area, snaring its target. Air units are dragged down, able to be fired upon as if they were ground targets. Enemies in a radius of 1 are slowed 30% by its thrashing attempts to escape. Lasts 5 seconds."
    "snared" needs to be defined in the description. Currently it sounds like the unit is slowed by 30% due to being snared.

    "Snare" is a term that multiple games use, and previous Blizzard games have had similar terms present. This is why the description reads like it does.

    I'm not saying that you're wrong, of course. I'll write up a new tooltip.

    adding in a "reducing its movement speed to 0" is all it needs.

    I seriously never knew that nanosteel net was supposed to stop units. I always assumed it was just a slow and never implemented correctly.

    I will use the less ambiguous "root". I would prefer to avoid "reduces movespeed to 0", because it sounds too technical.
