Does it really have any purpose beside decoration? Like a movement speed bonus or something.

So thats it, just a hacker trap? If i saw correctly it was 10k, if it was why not it give you a +.1 movespeed seeing as how it can only be bought once and could be catagorized as a player mod instead of a weapon mod.
As far as "Real effects" I'd prefer the much more logical "If you have the Blaqk Ops Insignia, Blaqk Ops will not attack you". Not during Easy Company, the End of Apollo, the Troll Turret during Evacuation.

Wouldn't it be ignored because it doesn't have an attack, similarly to how Towers and say, non moving Predators and such are ignored if there is a marine anywhere within a country mile of it?
Not if it has a higher threat rating. Last time I checked marines and co have 20, anything higher than that and it would be attacked first before marines.
Just seems that SC2 though is hardwired so AI will attack things that have an attack before things that don't have an attack. See for example how SCVs won't be auto attacked if there are offensive units nearby. However if the SCVs attack, they'll be attacked over offensive units (Higher threat priority? Location? Eh, I'm not sure). That same effect happens with Predators, I've noticed. If I'm not moving or attacking with my predator, because it doesn't have an Autoattack, it will be the last unit attacked, run right past in order to smack a marine who does have Auto Attack.
There used to be an old custom; it pitted 4 players or so up against a boss; damage dealt to boss increased its aggro, but the tank had an ability that would give him 100% aggro.
Its possibly things are aggro'd by being attacked, over things not being attacked that share the same threat level. Give something an outstanding threat level, and suddenly everything is focused on it, auto-attack or not. Just look at civilian transport mission. EVERYTHING literally ignores you for the puny auto-turret on the transport.

Or how about making player's unit look darker? Darker as in tint. You know, Roflman with darker appearance? No trololololol

In all seriousness though, I wouldn't mind it giving something like a 1% movespeed bonus or +.5 vision.
Vision can only be granted in whole integers. Still, it's a thought.
